KPMG has just released a report that rates cites based on their tax-friendliness to business. The analysis included cities in 10 countries. The results are broken out by small, medium and large cities. Here is the list for cities of 2 million or more in populations:

2.) Baltimore
3.) Atlanta
4.) Tampa
5.) Detroit
6.) Phoenix
7.) Minneapolis
8.) Northern Virginia
9.) Denver
10.) Philadelphia
